Notice on the China Construction Engineering Cost Management Association's Collection of Whole-process Engineering Consultancy Case Studies
To all concerned units:
The China Construction Engineering Cost Management Association (hereinafter referred to as the CCECMA) has published multiple issues of "Typical Cases of Whole-process Engineering Consultation" and received positive responses across the industry. To further implement the spirit of the "Opinions of the General Office of the State Council on Promoting the Continuous and Healthy Development of the Construction Industry" (Guobanfa No. 19 of 2017) and the "Guiding Opinions of the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development on Promoting the Development of Whole-process Engineering Consultancy Services" (FaizhengtouziGui No. 515 of 2019), summarize and promote the practical experience of cost engineering consulting enterprises in carrying out whole-process engineering consultation, and enhance the industry's business level, the CCECMA plans to continue to carry out a case collection activity nationwide. The following notice is hereby issued:
Call for Case Content
Life-cycle engineering consulting services, led by investment control and covering multiple stages from project planning to operation and maintenance, or integrated with engineering design, engineering technology, and project management within a single phase, offering a variety of consulting packages to enhance value and efficiency.
The case should be reported as a matured whole-process engineering consulting model, which, upon summary, can serve as a guiding example for cost consulting enterprises to engage in whole-process engineering consulting services.
Overall Requirements
(1) The Cost Management Associations of provinces, autonomous regions, and direct-controlled municipalities, as well as the various professional working committees of the China Price Association, are responsible for the collection and preliminary selection of various cases in their respective regions or industries. Construction cost consulting enterprises within Guangxi are requested to submit the electronic versions of their cases to the regional cost association by October 10, 2023.
Case studies should be diverse, avoiding concentration in a single specialty or industry.
(3) The China Price Association will organize experts to select cases from the collected ones to be included in the "Typical Case Collection" and publish it.
Each cost consulting firm may provide an unlimited number of case studies.
(5) Once a case is adopted, it cannot be withdrawn. Cases that were previously submitted but not selected for adoption due to their full-process characteristics can be resubmitted after modification and improvement.
(6) To enrich the content of the case studies, this publication will offer some of the content in a digital format to readers. After the case study is adopted, the provider is requested to submit documents of processes or achievements with reference value involved, along with a case explanation video in MP4 format.
(7) To encourage enterprises and individuals to share reported cases, the China Price Association will offer additional points in activities such as credit evaluation. In addition to publishing a collection of cases, the association will also promote and publicize the cases across the industry through various means, including website postings, journal publications, and member exchanges.
Case Requirements
(One) The case title should reflect the unique features and highlights of the case.
(II) Format Requirements: Cases should be written according to the content and sequence outlined in "Case Writing Outline" (Attachment 1), and may also include additional relevant information based on the specific content and characteristics of the case.
(3) Content Requirements. Cases should be closely aligned with practical work experience and should meet the following requirements:
Authenticity. Cases should be derived from the real practices of cost consulting firms, and fabrication or fictionalization is strictly prohibited.
Innovativeness. Cases should reflect the beneficial methods and experiences that engineering cost consulting firms bring to projects in areas such as project planning, investment control, contract planning and management, design optimization, construction plan and measure optimization, etc., adding value to the projects. They can include names of highlight and characteristic outcome documents, as well as data comparisons that demonstrate good results.
The cases provided offer problem-solving methods that serve as a reference and inspiration for addressing similar issues, holding significant value for promotion.
Authorization Requirements: Case submissions must obtain authorization from the relevant organizations and authors of the cases, and must not contain any content that infringes upon others' copyrights. For matters within the cases that are not suitable for public disclosure, necessary technical processing may be applied to ensure that state secrets, commercial secrets, and personal privacy are not leaked.
(4) Formatting Requirements. Follow the writing requirements for the case text as outlined in Attachment 2. The case should be between 10,000 and 15,000 words (as counted by Word), with concise language. The number of words for process or outcome documents with reference value may be submitted based on actual circumstances, ensuring complete and concise content without a specific word count limit. The case must be in Word format and include the case title, the providing unit, case category, author information, contact number of the main drafter, email, and address on the cover page. Please carefully review and refine the cases before submission.
