Cautionary Notes

1. Cylinders must be stored in well-ventilated areas, with a minimum distance of 1.5 meters from any fire or heat source. Cylinders are strictly prohibited from being heated with fire, boiled, or exposed to direct sunlight. Regular checks should be conducted on the gas tightness of cylinder valves and pipeline joints to ensure no leakage. Leaks can be detected using soap water, and it is strictly forbidden to test for leaks with an open flame.

2. When lighting, always ignite the primer first, followed by opening the gas; do not reverse the order. Always have someone supervising during use and never leave it unattended to prevent boiling water from overflowing and extinguishing the flame, which could cause the gas to escape and potentially lead to an explosion. After use, make sure to tightly close the valve on the gas cylinder to prevent any gas leaks.

3. The liquefied gas in the cylinder should not be completely depleted; a certain residual pressure must be maintained. The residual pressure should generally be greater than 49.03 kPa (i.e., 0.5 kg/cm², gauge pressure) to prevent air from entering the cylinder. After the liquefied petroleum gas is used up, the remaining residue in the cylinder is also a flammable substance and should not be poured out arbitrarily to avoid fires caused by the flow and evaporation of the residue.

4. LPG cylinders are pressurized containers that require proper maintenance and regular inspections. Prevent the cylinders from falling or being struck during handling and use. Do not use metal tools to敲击 open the valve, and protect them from direct sunlight and prolonged exposure to rain. Cylinders should be inspected every 2 years.

5. Although the explosive range of liquefied petroleum gas (LPG) is not very wide, its lower limit is small, making it easy to ignite and explode upon leakage. Additionally, as LPG is heavier than air, it tends to flow downward upon leakage in the air, accumulating in low-lying areas and posing a hidden danger of gas explosion. Therefore, in areas where gas leakage is likely, relying solely on window ventilation is insufficient; attention must also be given to lower-level ventilation.

6. When a liquefied gas leak is detected indoors, windows and doors should be promptly opened for ventilation, allowing the gas to disperse away from any open flame. No fire is allowed in the vicinity. The area can only be used after the fault is resolved and the distinctive odor has dissipated. Any leaked liquid on the ground should be covered with sand and soil before being removed to a safe location. In case of a gas cylinder fire, immediately close the valve, move it to an open area outdoors, and extinguish the fire using dry powder extinguishers, carbon dioxide extinguishers, or by covering it with a wet sack.

7. Educate children not to tamper with gas cylinders at will, and users must be aware of the safety knowledge regarding the use of gas cylinders.

Following the National Development and Reform Commission, the Ministry of Environmental Protection and the Ministry of Commerce have also successively expressed their views on addressing the natural gas supply gap from their respective perspectives. On December 7, Beijing Business Journal reporter learned from the industry that the Ministry of Environmental Protection has issued an urgent document, "Letter on the Comprehensive Management of Small Coal and Ensuring the Warm Winter for the Public" to the "2+26" cities in the Beijing-Tianjin-Hebei region and surrounding areas, clarifying that for coal-to-gas (electricity) projects not yet completed or local areas, the past coal heating methods or other alternative methods will continue to be used. Meanwhile, at the Ministry of Commerce's regular press conference on the same day, spokesperson Feng Gang also made it clear that China actively supports enterprises in diversifying imports of overseas natural gas resources. However, in the industry's view, the slow progress in the construction of gas storage facilities and the entire oil and gas system reform process are the core issues that China needs to face in the natural gas supply process.

Collaborative Supply Assurance

As China's energy structure adjustment continues to advance, the role of natural gas in energy consumption is increasingly emphasized, and its importance in heating and power supply is continually increasing.

However, the document issued by the Ministry of Environmental Protection also points out that in recent times, during the review process, the Ministry has discovered issues such as tight natural gas supply during the heating season in certain regions. Therefore, the document states that in the push for the control of scattered coal, projects already completed and local authorities must ensure a stable supply of gas and electricity as well as stable pricing.

On the same day, Fenggang also clarified the stance on ensuring natural gas supply from the import perspective, "Our country attaches great importance to the guarantee of natural gas supply and actively supports enterprises in diversifying the import of overseas natural gas resources while increasing domestic production." Fenggang stated that with the completion and operation of new cross-border natural gas pipelines, coastal liquefied natural gas receiving stations, and other infrastructure, our country's import capacity and level of natural gas is expected to further improve.

On the other hand, the National Development and Reform Commission (NDRC), the authority in charge of pricing, has also begun to strictly regulate the prices of natural gas supply. Data shows that the ex-factory price of liquefied natural gas in our country has surged sharply in the short term, reaching a historical high of 9,400 yuan/ton on December 1st. According to the National Bureau of Statistics, the market price of this product was only 4,337 yuan/ton at the end of October. Beijing Business Journal reporters learned from the industry that the NDRC has issued a "Notice on Deploying the Reminder and Warning Meeting on the Price Law and Policy of Liquefied Natural Gas" to local NDRCs (Price Bureaus) in various regions, clearly reminding and warning liquefied natural gas enterprises and relevant social organizations to:自觉 comply with price laws and regulations, maintain the price order of the industry, not to fabricate and disseminate price increase information, not to maliciously hoard and drive up prices, not to abuse market dominance, and not to reach monopolistic agreements, etc.
