Low-temperature storage tank structure:
A low-temperature storage tank is a compact storage unit equipped with various accessories (valves, safety systems, etc.) for storing low-temperature liquids. The tank consists of a carbon steel vacuum shell and a pressure vessel inside it. It can operate under low to medium pressure according to actual design requirements. Blasting plates and double-acting safety valves provide protection for the tank in case of excess pressure. The safety relief device is designed to protect the internal pressure vessel and vacuum shell, with its usage and type determined by GB150 and "Fixed Container Regulations." This includes a double-acting safety relief valve and a blast plate device for the internal pressure vessel, as well as a blast cap for the vacuum shell (shell). The tank is designed and manufactured for safety, reliable operation, and durability (can operate without fault for years), and strict adherence to proper safety and operating procedures is required during its operation.
High safety requirements. As the tank stores low-temperature liquids, in the event of an accident, the stored liquid would volatilize in large quantities, with the vaporization amount being approximately 300 times that of the refrigerated state, forming explosive gas clouds in the atmosphere. Therefore, specifications such as API, BS, etc., all require the use of double-walled tank structures and the application of sealing concepts. In the event of a leak in the first layer of the tank, the second layer can completely seal the leaked liquid and evaporated gas, ensuring storage safety.
Following the National Development and Reform Commission, the Ministry of Environmental Protection and the Ministry of Commerce have also sequentially expressed their views on addressing the natural gas supply gap from their respective perspectives. On December 7th, Beijing Business Journal reporters learned from the industry that the Ministry of Environmental Protection has issued an urgent document to the "2+26" cities in the Beijing-Tianjin-Hebei and surrounding areas, titled "Letter on Requesting Comprehensive Treatment of Coal and Ensuring the Warm Winter for the People." It clearly states that incomplete coal-to-gas (electricity) projects and localities should continue using past coal heating methods or other alternative methods. Meanwhile, at the same day's regular press briefing held by the Ministry of Commerce, spokesperson Feng Gang also made it clear that China actively supports enterprises in diversifying their imports of overseas natural gas resources. However, in the industry's view, the slow progress in the construction of gas storage facilities and the entire oil and gas system reform process are the core issues that China needs to face in the natural gas supply process.
Collaborative Supply Assurance
As China's energy structure adjustment progresses, the role of natural gas in energy consumption is increasingly emphasized, with its weight in heating and power supply continuously increasing.
However, the document issued by the Ministry of Ecology and Environment also points out that in recent checks, the ministry has discovered issues such as tight natural gas supplies during the heating season in some regions. Therefore, the document states that in advancing the control of scattered coal, completed projects and localities must ensure stable supply of gas and electricity, as well as stable prices.
On the same day, Fenggang also clarified the stance on ensuring natural gas supply from the import perspective, stating, "Our country attaches great importance to the guarantee of natural gas supply and actively supports enterprises in diversifying the import of overseas natural gas resources while increasing domestic natural gas production." Fenggang noted that with the completion and operation of new cross-border natural gas pipelines and coastal liquefied natural gas receiving stations, our country's import capacity and level of natural gas is expected to be further enhanced.
On the other hand, the National Development and Reform Commission, the authority in charge of pricing, has also begun to tighten the strict regulation of natural gas supply prices. Data shows that the domestic liquefied natural gas出厂 prices have surged sharply in the short term, with the price even reaching a historic high of 9,400 yuan/ton on December 1st. According to the National Bureau of Statistics, the market price of this product was only 4,337 yuan/ton at the end of October. Beijing Business Journal reporter learned from the industry that the National Development and Reform Commission has issued a "Notice on Deploying the Liquid Natural Gas Price Legal and Policy Reminder and Cautionary Meeting" to local Development and Reform Commissions (Price Bureaus) in multiple regions, explicitly reminding and cautioning liquefied natural gas enterprises and relevant social organizations to: consciously comply with price laws and regulations, maintain the price order in the industry, and refrain from fabricating and disseminating price increase information, hoarding and manipulating prices maliciously, abusing market支配 status, and forming monopolistic agreements, etc.
