On November 1st, Li Limei, a resident of Taihang Community in Taiyuan City, wanted to sell her old, unused clothes, but the scrap collection point refused to take them. Li Gang, from an old neighborhood, had a box of used dry batteries that he struggled to dispose of, and he wasn't sure where to take them. Many people have encountered such small troubles where waste items cannot be recycled and polluted waste is not effectively disposed of.

Recently, journalists visited Taiyuan City to investigate the recycling and utilization of waste materials in our province. The current situation where waste resources are not effectively recycled is alarming. Inefficient use of waste resources not only wastes resources but also pollutes the environment.

Severe resource waste is a heart-wrenching issue.

As modern household goods like appliances, smartphones, and computers rapidly evolve and are replaced, the volume and variety of electronic waste are rapidly increasing. This intensifies the contradiction between the surplus of waste and insufficient recycling, and also poses new demands on our province's relatively underdeveloped waste recycling industry.

According to information, Taiyuan City generates 500,000 tons of waste metal, 138,000 tons of waste paper, 23,000 tons of waste glass, 8,000 tons of waste plastic products, and 3,500 tons of used clothing annually. For a long time, due to a lack of collection points and centralized processing facilities, the utilization rate of waste materials in Taiyuan has remained low, leading to significant waste. Many recyclable resources that could have been processed have been lost as garbage.

Taiyuan City Material Recovery and Utilization General Corporation is a major waste material recycling enterprise in Taiyuan City, with 802 community recycling stations accounting for nearly 90% of the city's total. Deputy General Manager Zhang Zhigang stated that currently, the company recycles 100,000 tons of scrap metal, 15,500 tons of scrap paper, and 1,000 tons of scrap plastic annually. This is significantly less than the total amount of waste materials generated in Taiyuan City.

Many roaming bulk buyers solely collect materials that yield high profits, resulting in numerous recyclable resources being discarded as waste. Simultaneously, the simple disassembly and renovation of discarded items lead to low resource utilization, exacerbating the situation.

Recycling market chaos poses hidden dangers

Currently, the used goods recycling industry in Taiyuan is a mixed bag, characterized by the mingling of outside buyers, multiple operations, and environmental pollution.

As of the end of August this year, Taiyuan City has newly constructed, reconstructed, and incorporated a total of 917 recycling stations (shelters) and 34 transfer stations across six urban districts. There are 8 sorting centers for waste steel and stainless steel, scrap metal, discarded electrical and electronic products, waste paper, plastic bottles, and used clothing, as well as 3 processing centers.

The number of irregular scrap material collection points in Taiyuan City far exceeds this figure. The scrap material collection industry has low entry requirements and does not demand high qualifications from personnel, attracting many newcomers to the field. Throughout the streets and alleys, a large group of "floating forces" earn a living by collecting scrap. Due to the lack of necessary management and regulations, there is widespread乱收乱购,乱堆乱放, secondary pollution, tax evasion, and illegal acquisition practices. A tour around Taiyuan City reveals that most scrap material collection points are located in densely populated central areas. Due to insufficient space, waste is not cleared in a timely manner, leading to long-term accumulation in residential areas, which not only pollutes the environment but also poses fire safety hazards.
