I. LNG Tank Safe Operating Procedures

1.1.1 Storage Tank Operation Process Specifications

1.1.2 Tank Filling Operation Procedure

1.1.2.1 Preparation

1) Operator Requirements: Operators must be certified after completing safety education and operational technical training, and must wear necessary protective gear and work uniforms while on duty.

2) Pressure Testing Requirements

3) All equipment should undergo pressure tests in accordance with design specifications prior to operation.

4) The test pressure gas should be dry nitrogen, with oxygen content not exceeding 3%, moisture dew point not exceeding -25°C, and free of oil contamination.

5) Purge and Displacement Requirements: Purge and displacement is a safety measure to ensure the safe filling of liquids into equipment. It should first be purged with nitrogen containing no more than 3% oxygen, while ensuring no oil contamination and dew point of moisture not exceeding -25°C. Then, LNG should be used to displace to a liquid purity level before allowing the filling of liquids.

6) Pre-cooling: After passing the pressure test, the equipment must be pre-cooled with liquid nitrogen to ensure the reliability of low-temperature operation. The tank must be purged and pre-cooled with nitrogen before its first use. The high purge pressure should be equivalent to 50% of the high working pressure or lower.

1.1.2.2 Initial Liquid Filling Operation of Storage Tank

1) Open both the upper and lower inlet valves simultaneously for filling. At the same time, open the valve for the overflow outlet to release the gas in the storage tank. Continue until LNG gas is discharged, then immediately close the overflow outlet valve.

2) Close the lower liquid inlet valve when the tank is filled to over 50% of its capacity.

3) Upon reaching 85% of the storage tank's capacity, shut off the liquid inlet valve, cease filling for 5 minutes to allow the liquid level to stabilize, then reopen the liquid inlet valve to continue filling until liquid overflows from the full overflow valve. Immediately close the full overflow valve, stop filling, and shut off the liquid inlet valve.

4) When initiating fluid filling, loosen the connections at both ends of the level gauge, fully open the liquid phase indicator valve and the gas phase indicator valve, and check if there is any water content in the exhaust gas flow. If water is present, continue to discharge until no water is detected. Then, tighten the connections at both ends of the level gauge and close the balancing valve to place the level gauge in normal operating condition.

1.1.2.3 Tank Refueling Procedure

1) After the initial formal filling, the gas phase pressure inside the tank should be reduced as much as possible during subsequent refilling.

2) Fill both top and bottom simultaneously. When the liquid level gauge indicates approximately 50% full, close the lower inlet valve. When filled to 85% of the storage tank's capacity, close the upper inlet valve and stop filling for 5 minutes to allow the liquid level to settle. Then, reopen the upper inlet valve to continue filling until liquid starts to drain from the overflow valve. Close the overflow valve and simultaneously close the upper inlet valve to stop filling.

3) Monitor the pressure and level gauges during filling. (If the pressure rises above the filling输送 pressure or near the safety valve pressure, it is necessary to open the gas release valve to discharge a suitable amount of gas from the storage tank.)

2. Storage Tank Pressure Boosting Operation Procedure

1) The pressure boosting system is for the storage tank pressure regulation. When the storage tank pressure falls below the set value, we open the pressure boosting valve to increase the pressure in the tank.

2) During operation, open the增压液相阀 to allow LNG to directly enter the增压气化器. After vaporization, it will pass through the BOG and enter the storage tank. At this point, closely monitor the pressure, and close the增压液相阀 once the storage tank pressure reaches the desired level.

3) Cautionary Notes:

a) During operation, the LNG tank must maintain a liquid level of ≥15%.

b) During the operation of the supercharging system, personnel are strictly prohibited from leaving the site.

c) When the supercharging system is in operation, the pressure-reducing system should be in the off state.

3. Tank Discharge Operation Procedure

Preparation work:

1) Check that the tank's pressure gauge, level gauge, thermometer, flammable gas detector, and safety valve are all functioning normally.

2) Inspect that the pipeline valves, pressure gauges, and safety valves are operating normally.

3) Prepare all explosion-proof tools and wear personal protective equipment.

Section II: Safety Operating Procedures for the Gasifier

1) During operation, first close the inflow and outflow valves in the system. Then, gradually open the inflow valve. When frost forms on the pipes, slowly open the exhaust valve until the desired vaporization amount is achieved, then stabilize the valve opening.

If frost is found on the exhaust pipe, indicating excessively low exhaust temperature, it suggests an excessive liquid intake. It is imperative to immediately reduce the liquid intake valve to prevent overflow, and the frost on the pipe exterior should be cleared promptly. Increase ventilation equipment or take other corresponding measures.

3) Deoiling is required for the vaporizer. Wear oil-free insulated gloves during operation. If the vaporizer is contaminated with oil, the heat exchange tubes should be cleaned. Use hot water at 60-80℃ for cleaning, and if necessary, use nitrogen heated to 80-100℃ for blowing until oil-free and dry.

4) In severe cases, use carbon tetrachloride for cleaning. Be highly vigilant during cleaning and wear a gas mask if the odor is intense. After washing with the chemical, rinse with oil-free and pure water until no traces of the chemical are present. Then, use nitrogen heated to 80-100℃ to blow off the moisture, ensuring it is completely dry.

5) Conduct leakage checks on the evaporator and the entire pipeline system every six months, and keep detailed records.

Importing LNG helps energy-consuming countries achieve energy supply diversification and ensure energy security, while exporting LNG tanks aids natural gas-producing countries in effectively tapping into their natural gas resources, boosting foreign exchange earnings, and fostering national economic development. Consequently, LNG tank trade is emerging as a new hot spot in the global energy market.

As of now, there are over 40 under-construction 60-cubic-LNG storage tank factories in our country, with over 20 already in operation, with a total annual production capacity of 2.5 million tons. It is anticipated that by 2015, the total annual production capacity of the domestic 60-cubic-LNG storage tank factories will reach 7.5 million tons. During the "12th Five-Year Plan" period, the development of the 60-cubic-LNG storage tanks as a clean energy source has not only improved the energy structure but also stimulated the growth of related technologies, equipment, and the development of new energy vehicles and other industries.
