As urban infrastructure construction focused on rail transportation progresses, incidents of construction noise disturbing residents and affecting surrounding traffic have increased. Nearby buildings are affected by the construction, with occurrences of subsidence and cracking. Conflicts around the project site are becoming increasingly prominent.
The construction unit shall, in accordance with relevant regulations, promptly entrust a qualified building quality inspection unit in Shanghai to conduct house inspections prior to the start of construction. The house inspection unit may also be determined through negotiations between the construction unit and local residents. The inspection costs shall be listed in the engineering measures expenses by the construction unit.
The scope of building inspections is primarily based on the depth of deep foundation pit construction, and for general buildings, it should not be less than2x foundation depth; for cultural relics and historical buildingsHistoric buildings, should be no less than50 meters. The specific detection range can be determined according to the engineering protection and design requirements.
Responsibilities and job content of a building inspection unit
1) Housing quality inspection agencies shall conduct the quality inspection of houses objectively and fairly, in accordance with the relevant national and local regulations and standards.
2) Gain insights into the basic structure and foundation form of the inspected property through methods such as documentation review and on-site inspections, as well as understand the usage and expansion history. This information provides fundamental data for the design and construction of construction projects.
3) Conduct on-site inspections and record the condition of the house and its附属 facilities prior to construction. Detail the condition in writing, illustrations, and photographs, etc., as a basis for comparison with the post-construction condition of the house.
4) Measure the initial deformation conditions such as the edge line inclination and horizontal elevation differences of the house, which will serve as a basis for comparing the house's deformation after the construction of the civil engineering project.
5) Investigate the relative positioning of the proposed construction project and the inspected building, the construction plan, progress, and protective measures for surrounding buildings. Conduct and analyze the vulnerable points of the inspected building's structure, suggest precautions during construction, and provide references for optimizing the construction plan.
6) Set up settlement monitoring points around the house, install crack monitoring points at critical locations, measure the initial values of the settlement and crack monitoring points, and determine the monitoring frequency as well as the alarm thresholds for settlement and cracks.
7) The condition of the house should be inspected. Due to objective constraints, when it's not possible to inspect the interiors of residential building residents, the number of inspected units should not be fewer than 30% and the distribution should be representative.
8) The inspection report submitted by the inspection unit prior to construction should be notified to the owner of the inspected property, and must be confirmed by the owner of the inspected property.
The relevant units, including the district, street, community committee, and property management, should conduct explanations and guidance for residents, cooperate to ensure the smooth progress of house quality inspections, and provide dedicated personnel for on-site inspections. The property management company actively assists by providing the inspected houses' blueprints and maintenance records, along with other relevant documents to the inspection agency.
