General Manager Assistant Zhong Jishou of China Academy was the first to speak as the technical responsible person for the main editorial unit. He emphasized the significance of compiling the atlas and proposed requirements for its depth, scope, and foresight. Deputy Director Wang Yan of the Research and Management Department of China Academy highlighted the importance of the academy's commitment to the standard atlas compilation from a scientific research perspective and expressed expectations for the outcomes. Wang Yansong and Duan Zhaoxia of the Standard Academy reported that this atlas will be included in the national general atlas as a batch of construction and installation atlases, and proposed requirements for the compilation of the atlas in terms of its format and content compliance.

Various participating units introduced their product technical features and their own technical strengths separately. Subsequently, Director Ju Xiaolei provided a detailed introduction to the basic information, content, and outline of the compilation, clarifying the compilation plan and the tasks for the next stage. After discussions, the outline for the compilation of the atlas was determined, along with the relevant work that each unit needs to complete for the technical condition review meeting.
