Solid waste pollution prevention and control refers to reduction, resource utilization, and harmless treatment, commonly known as the "Three Principles."

Section 3 of the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes" stipulates that "the state implements the reduction of solid wastes in the prevention and control of environmental pollution by solid wastes." This is a comprehensive manifestation of the "three-pronged" principle.

Specifically: (1) Reduction aims to minimize the generation and discharge of solid waste through appropriate methods and means. Its basic approaches include: 1) making rational choices and utilizing raw materials, energy, and other resources; 2) adopting advanced production technology and equipment with high resource and energy efficiency; and 3) reasonably utilizing solid waste that has been generated.

Resource recovery refers to the process of converting solid waste that has already been generated into products or recyclable resources through recycling, processing, and reuse.

(3) Decontamination refers to the rational management and disposal of solid waste that has been emitted but cannot or cannot be utilized at present.
